Abstract
An attempt is made to identify how practical problems arise in a large project, what these problems are, and possible ways of avoiding them. It is proposed that if certain critical technical requirements are compromised by other primary factors such as economics, scheduling, partisan interests etc. then it must be accepted that failures will continue to be experienced.
