Abstract: The risks (probabilities of subsequently developing cancer) associated with UK and US recommendations on dose limits for specific radiological emergency situations are examined and used as a basis for recommending levels of risk at which consideration should be given to specific countermeasures. These emergency reference levels for risk provide a generalised means of deriving consistent emergency reference levels for dose and other hazard parameters applicable to any radiological emergency situation.
